Statement by Mr. Miguel Ángel Moratinos,
Under-Secretary-General and High Representative for UNAOC,
on the attacks in Dagestan Province of the Russian Federation

I unequivocally condemn the horrific terrorist attacks yesterday in the Republic of Dagestan of the Russian Federation which included armed and arson assaults on synagogues and Orthodox churches in the cities of Derbent and Makhachkala.
The coordinated terrorist attacks resulted in killing at least 19 people, including an orthodox Russian priest and 15 police officers. In addition, the Kele-Numaz Synagogue and Russian Orthodox church in Derbent were set ablaze.
I reiterate that all forms of violence and acts of terror against worshippers and religious sites are utterly rejected and unjustifiable. Houses of worship are sacred places that must be protected.
I recall the United Nations Plan of Action to Safeguard Religious Sites, which was developed by UNAOC and sets out concrete steps to guarantee the safety of holy sites and worshipers. I urge all governments and relevant stakeholders to support the implementation of the Plan.
My condolences to the Government of the Russian Federation and to the families of the victims. I wish all those harmed in these heinous attacks a speedy recovery.
